In 2006 the city of Grand Prairie embarked upon a bold initiative. The Automotive Related Business Program (ARB) was created to educate users, manage the environmental process, and enforce already existing guidelines for the preservation and improvement of the environment and the city aesthetics. The program required annual inspections of every automotive related business by a joint team of Environmental and Code Enforcement inspectors.
The detailed advance planning, coupled with selection of quality personnel to participate in the process, has met with notable success. There is a verifiable, quantitative improvement in the appearance and environmental impact of the businesses reviewed by the program. There has been a radical shift in the operation and appearance of salvage lots located within the city. In 2006 only five of twenty-two lots had documented compliance; currently there are only four of the twenty-two lots operating without documented compliance.
Initiatives have been put forth by Code Enforcement to standardize the Certificate of Occupancy approval process and to maintain an accurate listing of the number and type of automotive related businesses within the city. Initiatives were also developed within the program to provide for the review of Specific Use Permit performance. The first Highway 80 Main Street Cruise was a Code Enforcement initiative designed to encourage and promote the automotive related businesses in the face of a discouraging economy. The AutoWatch newsletter was developed in-house to educate all auto related businesses and property owners; seminars have been held at business sites to educate operators about the ordinance; and enforcement actions have been consistent when educational efforts failed to produce the desired results. The Automotive Related Business program has proven to be an unqualified success.
