Incentives Available to Qualified Applicants

Property Tax Abatement
Grand Prairie considers property tax abatements for qualified applicants case by case. Eligible projects must exceed a capital investment of $5,000,000 and must create and maintain employment for at least 25 people. Abatements may be granted for a maximum of 10 years. The percent of the city abatement is limited to 75%.

County tax abatements are available in Tarrant County. Tarrant County's policy imposes the following conditions to abatement agreements: new companies must create at least 25 new jobs, offer health care benefits, and 25 percent of the employees must come from Tarrant County. For expanding companies, the Tarrant policy requires that the company at least sustain existing employment. Variances to the policy may be requested. Abatements from Dallas County may be requested. School districts seldom provide abatements due to state funding issues. However, state Tax Code Sections 111.301 to 111.304, passed in 1995, now make available refunds for lost school abatements. Under the law, property owners who entered into abatement agreements after January 1996, are eligible for refunds on their state sales and use and franchise taxes. The program is administered by the Comptroller's Property Tax Division.

Freeport Tax Exemption
Grand Prairie offers the Freeport Tax Exemption, also known as an inventory tax exemption, as do Tarrant and Dallas counties.

The Grand Prairie Prairie Independent School District and the Arlington Independent School District also offer the freeport exemption.

Qualifying businesses may receive a tax exemption on inventory shipped out of Texas within 175 days.

Job Training
The state offers the Skills Development Fund for employee training. The fund targets new and expanding companies that face training needs not already addressed in the state's educational system. Area community colleges work with the company to apply for the training grant and to set up training programs.

Fast Track Permitting, Cost Participation, TIF Districts
Fast-Track Permitting: Fast-tracking the permit process and helping explain and work with City regulations is a high priority in Grand Prairie. The City's Development Center, 206 Church Street, houses the planning department, public works, engineering, transportation and building inspections. Staff from each department is readily available in one location to assist in the development process.

Development Fee Rebates: These can be negotiated case by case.

Infrastructure Cost Participation: Also possibly negotiated case by case.

Special Financial Districts: Grand Prairie has three Tax Increment Financing districts.
