Step 1.Review Requirements 

  • Register your MFU with Grand Prairie Public Health
  • Submit a private property authorization form to Grand Prairie Public Health
  • Apply for a permit with Dallas or Tarrant County
  • Must comply with all county requirements to obtain a permit
  • Pay all applicable fees to the county. There are no city fees.
  • Submit a copy of your county permit to Grand Prairie Public Health

Step 2.Apply with the City

Bring a notarized permit authorization form from the property owner to Public Health and Environmental Quality Department (PHEQ).

The area/location must be authorized to conduct business according to current local zoning laws.

After completing the online application, allow 24 to 48 hours for processing applications.

Step 3.Apply with your county

Depending on the county in which you live, you'll have to apply for their Mobile Food Unit (MFU) inspection.

Step 4.Provide Permit

Once you obtain a permit with the county, provide a copy of the permit to the Grand Prairie PHEQ.

No MFUs will be authorized to operate within city limits without first registering with PHEQ and have a valid county permit.

Update

Starting September 1, 2023, all Mobile Food Units (MFUs) wishing to operate in Grand Prairie must be permitted through the county’s health department with jurisdiction over the area where they wish to conduct business. 

Texas Legislature HB 2878 amended Subtitle A, Title 6, Health and Safety Code, Chapter 437A, transferring certain regulatory authority to the counties.

However, the new permitting process does not exempt MFUs from local municipal laws. All MFUs must comply with all municipal zoning, parking, fire, and other ordinances. 

Mobile Food Unit Definition

According to Texas Food Establishment Rules (TFER), a Mobile Food Unit (MFU) is a vehicle mounted, self or otherwise propelled, self-contained food service operation, designed to be readily moveable (including, but not limited to catering trucks, trailers, push carts, and roadside vendors) and used to store, prepare, display, serve or sell food.

Mobile units must completely retain their mobility at all times. A Mobile Food Unit does not mean a stand or a booth.

A roadside food vendor and pushcart may be licensed as MFUs. These special provisions, along with TFER references, shall be met before operating.
